ALBANY, N.Y., Nov. 1 -- As of today, New York drivers can continue to use mobile phones while driving only if they use a headset or a hands-free device. New York is the first state to make it illegal to drive while using a hand-held mobile phone without one. Although the new law takes effect this week, New Yorkers will have a one-month grace period in which they will receive a warning to purchase a hands-free device instead of a fine. As of Dec. 1, offenders will be fined $100.
