Michael T. Smith has been elected to the board of FLIR Systems Inc. for a term expiring at the company's 2003 shareholders' meeting. Smith is the retired chairman and CEO of Hughes Electronics Corp.    . . .   JMAR Technologies Inc. announced that John S. Martinez, Ph.D., the company's chairman, CEO and principal founder, is retiring effective August 15, or until a permanent CEO is elected.   . . .   Technology and Devices International Inc. (TDI), headquartered in Gaithersburg, Md., since 1997, is moving to a new facility in Silver Spring, Md. The new 32,000-square-foot facility includes expanded manufacturing and R&D space for crystal growth, epitaxial deposition and material characterization and will be geared initially for the mass production of GaN and AlGaN epitaxial wafers. Follow-on product lines will include TDI's True Bulk GaN substrates.
