St. Paul, Minn.-based Image Sensing Systems Inc., developer of video imaging technology for traffic management systems, has appointed Anthony Gould and Johan Billow to its board of directors. Gould takes over as president and CEO from William Russell, who has decided to leave the company. James Murdakes will chair the board.
