After the woeful performance of the telecommunications sector during the past year, the industry has been looking for any glimmer of hope that might restore investor confidence and return revenues to pre-2001 levels. With the Federal Communications Commission's (FCC) ruling Feb. 21 that appears to deregulate advanced fiber networks, the industry may have gotten its wish.
