Photovoltaic product manufacturer, Yingli Green Energy Holding Co. Ltd., of Baoding, China, announced it has entered into a framework agreement with the local government of a county in Beijing for the proposed construction of a 10 MW solar power plant. Under the terms of the agreement, a new company to construct the plant will be created by a wholly-owned subsidiary of the Chinese company and an entity controlled by the government. The construction of the site is expected to begin in the second half of 2009 pending further negotiations. In addition to negotiations, governmental approval for project planning, connection to the electricity transmission grid and the feed-in tariff are expected to be required. No assurance can be given that the project will proceed as currently planned or at all.
