He succeeds Mike Kelley, whose term ended Feb. 6. . . . Opto Speed, a developer of optoelectronic modules for the communication, test and measurement, medical and defense markets, has established a US sales office in Silicon Valley, Calif., to be run by Ching-An Cheng, sales manager, and Daniel Hung, application engineer.
