US optical company OpNext has opened a European sales office in Germany. The office will operate under the name OpNext Germany GmbH and will be directed by Bernd Runge, who will oversee sales and marketing functions in Europe.   . . .   Mark E. Scott is the new CFO and vice president, finance, at Digital Lightwave Inc., provider of optical networking products and technology.
